Heather Eklund is the Program Manager for the King County Housing Authority (KCHA) Low-Income Weatherization Assistance (LIWA) Program, which provides energy conservation improvements in 500 to 600 units a year with resources totaling over $6M annually. She is responsible for ensuring the program's compliance with production and expenditure requirements of five funding contracts from state, federal, and utility partners, as well as assuring that KCHA’s operations are compliant with a myriad of program policies and procedures. Heather has over 20 years of experience in energy conservation and over a decade in energy–related roles in public programs. Prior to KCHA, she worked in conservation at Seattle City Light, where she honed her skills in energy management and obtained a Bachelor of Science in Sustainable Building. KCHA LIWA and Seattle King County Public Health launched their first combined weatherization and health programs in 2007 with a grant application to the U.S. Department of Housing and Urban Development’s Office of Healthy Homes and Lead Hazard Control. The partners have been at the forefront of developing and delivering initiatives that promote healthy, energy efficient homes and are still a driving force in improving the quality of life for its income eligible community members.
