Shawn is a Technical Project Officer with the U.S. Department of Energy's (DOE) Low-Income Weatherization Assistance Program (WAP). He provides regulatory interpretation, training and technical assistance, grants management and oversight. Additionally, he performs on-site and desktop monitoring to ensure compliance with applicable Federal laws, regulations, and program guidance. Shawn counsels grantees in the identification and implementation of best practices and perennial improvements to increase the effectiveness and efficiency of their weatherization program. He reviews multifamily projects submissions to DOE and works with grantees to ultimately obtain DOE approval for those projects. Shawn earned his bachelor’s degree in Chemical and Petroleum Refining Engineering from the Colorado School of Mines and is a registered professional chemical engineer in the state of Colorado. Shawn also holds a Project Management Professional (PMP) certification and a Lean Six Sigma (LSS) certification. Earlier in his career, Shawn worked as a mechanical design engineer designing commercial and light industrial HVAC systems that were compliant with ASHRAE 62-89 and is the resident ASHRAE 62.2 expert in DOE's WAP. Shawn has also worked as an electrical design engineer for commercial and light industrial buildings as well as energy use analysis and incorporation of peak shaving strategies.
