Bill Eckman focuses on State and Community Energy Programs (including the Weatherization Assistance Program) as the SCEP Program Manager at Oak Ridge National Laboratory. Bill has been involved in residential building construction, analysis, and retrofitting for over 20 years, first as a structural designer, then transitioning into building performance and weatherization, and finally to the ORNL team in 2020. Bill has played many roles in weatherization and building performance throughout the years, including hands-on installations, energy audit software testing and development, weatherization training development and delivery, and program design and implementation. After over a decade of field and training experience in the Weatherization Assistance Program, Bill continues to appreciate the challenges of retrofitting existing buildings and can still be found donning PPE and searching crawlspaces and attics for envelope flaws and improvement opportunities.
