Jay Richmond is a local expert in Portland’s workforce equity development sector. Jay won their role at the Portland Clean Energy Community Benefits Fund (PCEF) several years at Oregon Tradeswomen, where they worked to increase equity for marginalized workers in the construction sector through their role as the workforce equity manager. While there, they focused on innovative projects such as the Safe from Hate Initiative, the Broadway Corridor redevelopment negotiations, and the Respectful Workplaces Review Committee. Now, as workforce and contractor development project manager for PCEF, Jay guides grantees through PCEF processes and helps to advance projects and ensure that they’re implemented successfully. Jay holds an undergraduate degree in computer science from New York City College of Technology.
